In reply to the third question whether Lockhart has sufficient knowledge of the character to translate the usual documents which require translation in connection with official work, we have to state that he neither has nor could possibly have that knowledge which in our opinion cannot possibly be attained under 6-8 years exclusive study of the written characters.
